Ukrainian President Volodymyr Zelensky has made it clear that he will not engage in peace negotiations with Russian President Vladimir Putin unless Russian forces withdraw from the occupied Donbas region and the Crimean Peninsula. This stance underscores Ukraine’s commitment to regaining control over its territory and restoring its borders as defined in 1991, in accordance with international law.

During a joint press conference with Spanish Prime Minister Pedro Sánchez in Kyiv, Zelensky emphasized that Ukraine will only consider diplomatic solutions once it has regained control of its actual borders. He stressed that the borders in place since February 24, 2022, which mark the contact line between Ukraine and the occupiers, do not represent Ukraine’s true borders.
Zelensky has voiced concerns that peace negotiations are often used by Russia to buy time and consolidate its military strength. He insists that talks can only be entertained once Russian forces have fully withdrawn from Ukrainian territory, including Crimea, the breakaway regions of Donetsk and Luhansk, as well as Kherson and Zaporizhzia.

In a show of support, Spanish Prime Minister Pedro Sánchez signed a declaration with Zelensky, reaffirming Spain’s commitment to Ukraine’s integration into the European Union and eventually NATO.
