While NATO would undoubtedly condemn the use of cluster bombs if they were deployed by Russia or other US adversaries, Stoltenberg has claimed that “NATO does not have a position on them” due to the differing stances of member states on their use. This statement came in response to questions about the wisdom of sending cluster munitions to Ukraine, as the Biden administration reportedly plans to do.

Stoltenberg went on to say that it is up to individual governments, rather than NATO, to decide on the use of cluster munitions. He argued that both sides in the Ukrainian conflict are employing cluster munitions and cited Russia’s use of these weapons during its invasion of another country as well as Ukraine’s use of them for self-defense.

Coincidentally, on the same day that reports emerged about the US administration’s decision to provide Ukraine with cluster bombs as part of an $800 million arms package, Human Rights Watch (HRW) released a damning report. The report concluded that both Ukrainian and Russian forces have used cluster munitions, resulting in civilian deaths and injuries. It called for an immediate cessation of their use by both sides and criticized the potential transfer of cluster munitions to Ukraine by the US.
